Strategic Plan

September, 2025

Dear MECDHH/GBSD Community,

I am excited to share with you the launch of our  Strategic Plan 2030 – a vision that builds on our shared successes and looks boldly toward the future. This plan reflects not only our values, but also our unwavering belief in the strength and resilience of the Deaf and Hard of Hearing community here in Maine and beyond.

The 2030 Plan carries forward the momentum of our  2022–2023 Strategic Plan, deepening the commitment made just a few years ago. At its heart are three Focus Areas that guide our work and keep us moving in the same direction:

  • Ensuring equity and access for every learner,
  • Strengthening partnerships with families and communities, and
  • Fostering innovation and sustainability for long-term growth.

This is more than a document—it is a roadmap of hope and action. It represents countless conversations, input from across our community, and a shared commitment to making sure that Deaf and Hard of Hearing children, youth, and adults in Maine have the opportunities they need to thrive.

To ensure this plan remains a living, breathing guide—and not just words on paper—we will monitor our progress closely, regularly measuring how well we are meeting our goals. Along the way, we will make course adjustments as needed, staying flexible and responsive to new challenges and opportunities. Just as importantly, we are committed to sharing updates with you, our community, through periodic reports and conversations, so that you can see the impact of this work and continue to hold us accountable.

Together, we are shaping a future that honors our past, builds on our present, and reaches with excitement into the years ahead. Thank you for your dedication, your trust, and your partnership as we take this next step forward.

With hope and gratitude,

Steve Connolly
